[QA] Proposal for Zurich Hackathon: Production-like Vagrant

I've been wanting to do this for Varnish, so that I can test some analytics related varnish settings. Getting this up and working for mediawiki-vagrant and the mediawiki install there would be awesome, and I'd love to work on this.
