[QA] New CloudBees job for VisualEditor verification in production

FYI, for anyone that cares about what is running via the WMF CloudBees 
instance, I created a new job[1] to run weekly to verify VisualEditor 
availability on production wikis.  For more background on this task, see 
Bugzilla 60797[2].
