[QA] Jenkins jobs for beta now notify IRC

Hello,

The Jenkins jobs, that takes care of updating the beta cluster, should
now send a notification on the #wikimedia-qa IRC channel.

The notification is only send when a job become broken or fixed. That
should limit the amount of spam and help spot errors earlier.
