Am I missing something? I don't think it's that ambiguous.
README: "identical to MediaWiki's licensing" All other code files that mention a license say GPL v2 or later. Checked JS and PHP.
The only differing file is CREDITS, which says GPL v2. At this point I think we can say that's more like a typo than a legal declaration, as it does not properly describe the actual licenses on the code.
Worst case scenario, we contact all the authors listed in CREDITS, who all either work for the Foundation or are easily contacted.

To be clear, UW's README says "identical to MediaWiki's licensing", which *does* say "or later". Parts of UW added by YuviPanda explicitly say "or later", but the rest is unclear.
