[Mediawiki-l] Cannot upgrade beyond 1.6.12?

The 1.3.x -> 1.5.x upgrade is probably bugged past 1.6.12.  I would try 
to update to 1.6.12 and then upgrade again to 1.17.

Don't forget to backup database first :-)
