[Mediawiki-l] mediawiki 1.93, force comment before saving.

Hello

I think this is implemented in some wikipedias.
When I modify an article and try to save it I am forced to write a
comment. 

Is this a standard feature and how can I use it in my local mediawiki
Installation?
