It seems to me that I distinctly remember seeing

$wgSiteNotice = ""

in my includes/DefaultSettings.php file in 1.3.x.  I would imagine you 
would just need to add such a line to your LocalSettings.php file (don't 
  edit DefaultSettings.php) to get the functionality.  However, since 
I'm already running 1.4.x, I can't test it for you.

I'd always try to search DefaultSettings.php when looking for settings, 
even before looking on meta.wikipedia.org.
