You rather defeat your own argument here, IMHO: "1.3.x is stable
because no major features are being added to it; therefore, you should
port this major feature (a completely rewritten default skin, for
compatibility with PHP5) to 1.3.x". If you want 1.3.x because you
"know it works", stick with 1.3.x; if you want major new features
(e.g. PHP5 compatibility), upgrade to a major new version (i.e. 1.4).
