[Mediawiki-l] Uploads Disabled

Yesterday I downloaded MediaWiki 1.1.0 and updated our 20030829 version. 

Kudos to the development team and especially Brion for merging all the development branches into a stable version!

Everything went smoothly and all functionality works fine (and looks good) except for one:
When I click on Upload file it displays <uploaddisabled>.

I have searched through the archives (wikitech-l.mbox and mediawiki-l.mbox) and couldn't find any references as to where the setting is to enable uploads. I have looked through LocalSettings.php and DefaultSettings.php and even Language.php and can't find the right variable. Maybe I'm just blind.

All the images that are uploaded already are displaying fine, I just can't upload any more.

So where is the setting to enable uploads? Or is it not that simple? And if it is just a setting, is there a reason why it defaults to off?

PS Installation is Red Hat Linux, Apache 2.0.48, MySQL 11.18, PHP 4.3.3
