[Labs-l] [Labs-announce] Brief Horizon/nova outage coming up

     As part of a necessary service failover, I'm going to disable the 
openstack API for a few minutes, in a few minutes.  This will mean that 
new instance creation/deletion will be prevent, as well as most other 
features on Horizon.

     Sorry for the short notice!  This should be over fairly quickly.
