Hard to say, but:

suggests this is a message that has been queued up for a while (to say the
least). Looking at the headers, the Received: header from tools-mail is
missing, which suggests that this email was stuck on tools-cron-01. This is
what I think happened:
- On August 20, there was some sort of outage, where tools-cron-01 could
not deliver emails. After retrying delivery, tools-cron-01 gives up, and
tries to send a 'failed' email
- The 'failed' email can also not be delivered. This email ends up in an
error queue and stays there
- Last week, the box was rebooted, and a large number of these failure
emails get sent out.
I'm not 100% certain about this (your email did not include the headers of
the Mail Delivery System email), but in any case, mail from tools-cron-01
seems to be currently functional.
