My reading of the Labs Terms of Use suggests that all labs users must be
subscribed to the labs-l list: 'That we can notify you of changes to this
policy by emailing the Wikimedia Labs-l mailing list
<https://lists.wikimedia.org/mailman/listinfo/labs-l>.'
