[Labs-l] Building a collaborative Tools directory

The whole reason i started the Tool directory and the toolinfo.json
format was to prevent having a Wiki-page :)

The main reason to *not* use a page on-wiki is that it tends to get
neglected because there's a divide between the code and the page.
Whenever somebody creates a new tool he/she needs to do this 'one
other step', it gets forgotten, the tool doesn't show up. When you
have a json file in your repo the changes are higher it gets updated.
