Different rsvg versions, perhaps? Compiled with different parameters?

Your command
$ rsvg --width 800 --height 417 USA_location_map_-_counties.svg
USA_location_map_-_counties.png

worked for me with

$ rsvg --version
rsvg-convert version 2.36.1
