Some of the things we update in puppet so that migration works
automatically will not be applied to those instances, which means that
it may be complicated to bring them back up in eqiad.  (As a concrete
example, there are now changes in puppet for how storage works that
behave differently in eqiad; so if an instance is started there with a
local puppetmaster, they're going to keep trying to use the old scheme
and won't get shared storage).

The instance maintainers would then have to manually merge the puppet
trunk into their local branch, but not having storage means not having
the SSH keys so that'd first require intervention from ops to bootstrap
it.  This is not impossible, but there are only two of us so it means
that it may be some time before we get to any specific instance.
