You might also want to take a look at the chunked upload code currently deployed on Commons (amongst others); this allows arbitrarily sized uploads and is more reliable to boot.

IMO, a conversion tool of the sort you mention is important and valuable; I'll be more than happy to help you bring it into Labs and give you the support you need to get it working efficiently.
