Sure we can.

Memcache is not necessary for a mediawiki install to work; it's hella
useful when you have significant traffic, but that shouldn't be the case
here.

AFAIK, there is currently exactly one tool that runs a mw install (to
test/develop and extension), and I don't even think it's using memcache.
 (And given that the extension implements a special page, which isn't
normally cached, the whole point is moot -- saving a few ms on loading
the main page isn't worth a whole new subsystem).
