[Labs-l] IRC tools for labs

Hi folks, I implemented a bunch of tools we can use to read stuff from nova
using irc, it's far faster than using a browser:

@labs-on - enable tools in a channel
@labs-resolve <parameter> - resolve an instance, from hostname, fqdn etc to
real hostanme ip and such
@labs-info <name of instance> provides information about an instance
@labs-project-instances <project> list all instances in a project
@labs-user <user> provides information about labs user
@labs-project-users list all users in a project
@labs-project-info <project> general information about a project

try it yourself ;)
