[Labs-admin] 2016/2017 Q4 Goals

I made https://etherpad.wikimedia.org/p/wmcs-goals-q4-16-17.  Complete with
straw-man proposed carry over goal of Neutron things. I spoke with Andrew
about this for a few minutes on Monday.  I believe the consensus was: we'll
have no time for anything (Yuvi gone and hiring overhead) but we have to do
this.
