Let's burn the leftover techops travel budget by getting everyone to
go to Vienna and adding a day before for us to have a mini-offsite.
That would mean:
* arrive in Vienna on 2017-05-17
* we hang out in a hostel room/cafe on 2017-05-18 and talk/hack together
* hackathon proper 2017-05-19 through 2017-05-21
* I'll be staying for the Tech managers meeting on 2017-05-22 (and
will drag Chase along if he agrees)

If that sounds ok to everyone I'll ping Rachel/Travel and find out who
to talk to about getting us room reservations for the early arrival.

I'm currently budgeting for 5 Cloud folks to travel to Wikimania.
Depending on how hiring goes that may cover all of us or leave us one
person short of full FTE attendance. I'm going to be strongly
encouraging of people going to hackathons, but obviously there is no
obligation. If we have extra budget we can always use it to bring
volunteers along or let it go back to the general pool.

I've budgeted 6 travelers x 6 nights for all of the techops folks in
Cloud Services to go to a full week long combined Techops off-site.
Same deal as hackathon travel, if we don't spend it all that's fine
but its better to have more than we need rather than the opposite.

I added a travel section to the plan description doc so you can see
other potential trips I'm asking for budget to cover. I haven't put
anything in specifically for conference fees; I'll ask Alan about that
when I review my preliminary numbers with him on Friday.
