I've done a review of the Interwiki extension. There are a few things
to fix, but I think it's a feasible solution. If anyone wants to help
with it, send me an email and I'll tell you where to start.

I think it would be nice to have a special extension for this, rather
than use interwiki transclusion, since that would make it easy to
implement nicer formatting of language link lists on the central wiki.
I don't think we really want a wiki with a million apparently-blank
pages, where everything useful is in the sidebar.

If we do eventually enable interwiki transclusion, then the
Interlanguage extension can be rewritten to be integrated with it.
