[Foundation-l] Global banners (CentralNotice) RFC

I added two proposed principles for global banners. I'm not sure where else
this discussion needs to be advertised, but it'd be good to resolve some of
these issues about when and how it's appropriate to use global banners,
particularly before the next (very ambitious) fundraiser begins.
