The resolution being put forth now is at 
[[Meta:Wikicouncil/Resolution]].  It is important to distinguish between 
VC and PVC.  The VC may very well end up with more powers, and those are 
necessarily undefined at this stage.  The PVC, however, is strictly 
limited by virtue of sections 4, 5, and 9 of the resolution.  The "power 
to control board decisions" may very well have been a part of someone's 
comments in the discussion, but it is not in the resolution.
