I think that statement is wrong.  Back when NCSA Mosaic had a 
hard-wired drop-down menu of 10 favorite starting websites (autumn 
1993?), one of them was www.lysator.liu.se, belonging to LYSATOR, 
a (non-profit) students' computer club at Linköping University, 
and the first website in Sweden.
