[Foundation-l] List moderation enabled

I second Alex and Florence's concerns, but I see where Brion
is trying to go with it (sorry, don't have that much experience
with Mailman, I apologize), and I like that.

Although I must admit, not getting multiple dozens of e-mails
in a day is a nice change.
