The PVC isn't deciding anything; it's making recommendations.  You seem 
to be imputing powers that aren't there.

What kind of experience are you looking for?  Several of the people have 
shown a long-standing interest in the idea well before Lodewijk did the 
hard work to turn the idea into a resolution.  Many have long 
reputations of their own and deep commitments that are not built on 
being "suck-ups".  I find your suggestion that they are suck-ups offensive.
