[Foundation-l] Provisional Volunteer Council - proposal sent to the Board

A possibility: is everyone reading too much into Mike's comment maybe?  
I'm not sure that he's necessarily pointing that out; he may also be  
asking if anyone has done such a review and would they send their  
results to him.
