[Foundation-l] Provisional Volunteer Council - proposal sent to the Board

PVC doesn't have any other right than to suggest to the Board how VC
should look like. So, as far as I am able to understand, until VC
everything is legally Board's matter.

But, thanks to Mike for pointing to take care about the age of members
of the (real) Volunteer Council.
