Unified login ought to make this much easier. While I don't know of
any plan for site-wide bot flags, it shouldn't be too difficult to
implement such a feature once unified login is in place. Then we would
just need one bot request page on meta for all interwiki bots (and the
bot policy would be a superset of all existing bot policies, where
possible).
