I think there is a plan to appoint someone to be treasurer, so that
would be a new appointment. Other than that, I don't think so - I
think it was decided not to expand the board any further until things
have settled down.

I haven't read the bylaws particularly carefully, but I don't think
there are any such restrictions.

I agree, it would be nice. It is possible to work it all out by
process of elimination, but it would be good not to have to.

Minutes are confidential (have been for a year or two now, I think)
and are not made available to the public. I still don't see why,
though (any subjects which involved confidential information can be
discussed in closed session, it's not that difficult...).
