Truly, how much harder is it to take material from an existing wiki and put
it under a new language file compared as to take it from the incubator wiki
and put it under a new language file. If worst comes to worst, when they go
to the new language file they might go read-only or off-line for a few
hours.

So we are choosing out of two evils. I am quite unhappy with the result but

In short, it's our policy because it's our policy, and we're not going to
change that.
