I think what Shi Zhao means is how to set up another language (like Chinese)
for the Planet Wikipedia feed and to make it as wide-open as Wikipedia.

Shi-Zhao has collected some Chinese blog links in his zh.wp account so zh
people can know who is blogging about Wikipedia in Chinese. He has done that
a year ago.
