Yes, and putting this information in key places like this should be 
enough.  This could include putting the original (often, but not 
necessarily in English) on a translation required page in each affected 
project.  It would then be up to the members of that community to decide 
what trasnslation is to be done.  There will always remain the caveat 
that if too much material is put there everyone in that community will 
be discouraged from making translations.

Long-windedness is a common characteristic of people running for 
office.  People will seldom be inclined to read it all, even when it is 
in their native language.  Imagine the futility of translating it all.  
It is about as useful as some EU bureaucrat wanting to translate a 
report about ice conditions on Spitsbergen from Norwegian into Maltese.
