Except both groups have to be able to find the members thereof. A  
chapter benefits both groups equally. The coordination activities of  
the chapter itself, are probably what help the rural/suburban folks  
more (because once urban folks find each other, they can make their  
own meet ups and just take the metro/taxi/bus. Suburban ones have to  
coordinate due to travel).
