The sudden and rather obvious increase in voting after the emails were sent
indicates to me that they're useful. I'd like to see it again, next
election, although I agree people should be able to opt out of such things
-- probably as a checkbox in user preferences. Also, though, announce-l
could probably see more use. As a service which is opt-in, ill-advertised,
and little-used, I don't think it's quite up to this particular task.
