This is actually a nice solution, since people would have to be more
thoughtful about what emails they did send. Of course, a better
approach may be to limit the number of emails per thread, although
people could just start different similarly-named threads to
circumvent this.

I think what we really want is for people to think more before they
send an email, be more composed in those emails, and to be more
reserved before spamming a lot of messages to the list. It's hard to
enforce a technical solution onto vague problems like these.
