But on the other hand, there should be something which gives some
handicape for people who are at least bilingual, and it would be good
to have in Board people not only from "western cultural circle" but
also people from Far East, former Soviet block, Africa, South America
or Arabic Countries.

Maybe, the good idea would be to encourage as many as possible
projects to put not only info about the election in sitenotice but
also create a local pages in native languges?
