If you're talking about contacting a user of a Wikimedia project, you
can do so (if the recipient-user has enabled this function) via
Special:Emailuser/USERNAME (insert the Username without the
"User:"-part instead of "USERNAME") on a project where the user has an
account.
If you have questions about Wikipedia (which are not answered in the
manuals / help pages of Wikipedia itself), you can address info-en at
wikipedia dot org
