[Foundation-l] Chickasaw Language Machine Translations Support Added

I will update a link on the machine translations page on meta.  The 
Chickasaw People have just joined the project
and a Chickasaw Tribal member (Robert Mayden of the Chickasaw Nation) is 
now working on lexicons, grammar rules,
and parsing sets for the Chickasaw Language, a Muskogean Dialect.

I will update translation run posting dates and releases on meta.
