[Foundation-l] stewards and bot flagging

I support this idea of Anthere especially for the fact that is really hard for stewards to know the local reality of the project and in many cases by not knowing the language is hard to know if they have community approval for using that bot.
Bureaucrats are elected persons which are most entitled to do this and they can know if the user can be entrusted and if he/she has the community approval.
Also, according to the fact that bureaucrats can make or not admins in their wiki, which is more important than adding bot flag I think that they can be entrusted for do this also.
