One source of communication trouble may be that the default email
address for just about anything related to the site, appears to be
board at wikimedia.org .

    board at wikimedia,  jwales at wikia

Many of these issues are unlikely to involve high-privacy requests.  Making 
the board address a more reserved one, not the catch-all for feedback, might
help reduce the number of random emails that come through.
