The situation is that in the past request for changing usersname where 
approved. Now there are lists of those request on Meta and also in EN 
and maybe also on other Wiki's.

So far I know there is not a policy about this. Some request are form 
users who have not made any edits. But there are also request form long 
term good users. It happens that a users start using wikipedia whit a 
nickname. But later the whould like to use there real name and keep 
there history. It whould be good it the could get a rename. The serious 
users.

But if changing user names is a service that can not be provided anymore 
  at least do the requests on the current lists and then close the 
service for new requests.
