Yes, the interface is horrible even in English.
(And the resulting File: page. Have you ever tried to explain over the
phone to someone where the licensing information is on a web page?
Fun!)
Has anything the WMF usability initiative has done seem helpful to
you? That concentrated on English, but horrible interfaces cross
language boundaries ...
