[Commons-l] Does Commons need a separate server for external tools?

That wouldn't be a bad idea at all, it actually sounds like a very good
idea. ;-) We just need to figure out who to run it, and who will donate.
:-) Also, it may be good to contact the ts-admins or toolserver-l about
this first and see what their opinions are.
