Yes, it's active and even a bit higher traffic today than normal :-)
XML data dumps live at dumps.wikimedia.org or at one of our mirror sites. See http://meta.wikimedia.org/wiki/Mirroring_Wikimedia_project_XML_dumps#Current... for those; you will likely get better bandwidth downloading from them.
