Which dump and file are you trying to download? I have tried files from many wikis, from the latest run as well as from the earlier one, and received no permission error.

So I guess there's nothing wrong with the file permissions (or perhaps you tried to download *precisely* one of the few "bad" files)

What's the exact error you are receiving? I guess your IP might be blocked at a lower level, albeit that'd be unlikely.
