Forwarding in case there are folks on this list interested. What I really want is something sourceforge-like: it knows which mirror has a copy of the file and has the most bandwidth available for the user.

Kiwix.org uses mirrobrain to manage a bandwidth which lately has been about twice as big as downloads.wikimedia.org's: isn't it good enough? It can also automatically produce torrents with webseeding, although there's a bug and you can use only one tracker at a time. http://mirrorbrain.org/issues/issue86
