This certainly does not only affect Wikidata, but most of the other wikis on the same date. I am not entirely sure if there is such a function as restarting a specific date though.

thanks for your comment. Bad situation. Is it possible to force full dump generation as workaround?
Could you create bug/task/request for functionality that allows to get missed incremental dumps? This problem occurs 3 times during last two weeks and occured a number of times earlier. This problem breaks the idea of incremental dumps. Its can not be used to restore database state after the problem occurs.
