The most recent stub-meta-history dump I have is from 2010-03-31 Spanish Wikipedia, but it has a size of 1GB, and I can't upload it anywhere with my home connection.
Also, I have *pages*-meta-history from August 2010, which contain all the metadata + texts, which you can exclude while parsing?
Why don't you care about the language but the date is important?

As we all know, download.wikimedia.org is temporarily offline. Does somebody have a recent stub-meta-history.xml available (any language is okay)?
