Glad to hear from you. Here are some updates on organizing WPWP2021 in Bangla Wikipedia.
1. I've already formed a local organizing team of 10 members. We'll have a meeting tomorrow to discuss our strategies.
2. We've already started to make a list of the categories lacking photos.
3. Some of our editors are saying that getting a list using petscan tool will be onerous for our new editors. We've noticed that new editors often feel overwhelmed even learning MediaWiki syntaxes. So our fellow editors have suggested that we should give them a readymade list of articles lacking photos, they'll just search related photos in Wikimedia Commons and add them to the articles. We'll use bots to make the list of articles lacking photos which won't take more than some minutes.
4. We've also started to design our own Bangla WPWP2021 banner. We'll share it with everyone as soon as it gets done.
5. I think we should have some more specific and well-defined strategies for this event. Suppose we're targeting (1)totally new editors and (2)the editors who started editing Wikipedia, got no interest, and just left. We'll try to bring back those "boomerang editors" to Wikipedia. So we'll need to know how can we find those "boomerang editors", reach them, convince them, train them and grow their interest in Wikipedia. I think having some inter-cultural discussions can bring new ideas.

It sounds like you have a good plan for the campaign in Bangla Wikipedia. I am really excited to read about your plans and thrilled about your plan to use the campaign to recruit new editors and retain existing ones. Kudos to you and the team!
I am fascinated by your idea to use Bot to make the list of articles lacking photos as this would generally make it easy for new editors and other potential participants. This is a brilliant idea!
Yes, feel free to design your own banner for the campaign. We will be happy to help you with promoting it on our various social media platforms when it's finally ready for promotion. Are you considering contacting this handle: https://twitter.com/bnwikipedia for promotion support on social media? The handle seems to have tens of thousands of followers.
Please also include in your plan, training for new editors.
By "Boomerang editors" , do you mean those editors who edited Wikipedia for a short time and left? If yes, can you run a bot to identify these groups of editors. For example, those editors that have not edited Wikipedia in the last one month or two (1-2 months)?
If you have their list, you can email them that adding photos to Wikipedia articles is an interesting way to edit Wikipedia and encourage them to join the campaign ? You could create a prize for this category of users. For example, you could offer to give them a custom shirt, visor cap or something similar.

We've set some goals in today's meeting. It would be really great if you can join our meetings, we'll get some instructions from you. But the problem is we're not that much fluent in spoken English 😅😅
Here are some more updates from today's meeting:
1. We'll finish all translations of the meta pages before June 3, finish the Bangla Wikipedia pages before June 15. The rest of 15 days before the contest will be spent solely creating learning materials for our new editors.
2. We're planning to prepare a participation guide in Bangla, a pdf guide (that will be uploaded to commons), and some tutorial videos in Bangla for the new editors. We'll try to communicate with the new editors using mail or social media or talk pages - whatever they prefer.
3. We'll have to use some strategies to reach the new editors. We discussed it briefly in today's meeting. We'll use site notice, talk pages (whom we know), social media posts, and mail (using the "mail this user" facility if possible); we don't know whether we can identify those "boomerang editors" (you are right, they are the people who edited for a short time and left) using a bot and mail them but we'll try our best.
4. We're planning of creating some "brand values" for this campaign 😁. (We're noobs though) We'll choose a certain color palette for the banners, some certain fonts, icons, and keywords. We can also choose a tagline.
